Sr. Technical Business Analyst/Quality Analyst (Healthcare Eligibility Data)

The Sr. Technical Business Analyst/Quality Analyst is a key member of our data platform team for the Healthcare Eligibility business segment applying strong skills and experience in user needs assessment, requirements definition, documentation, and skills in user-story development. This position requires a detail-oriented quality assurance tester, documenter, and team player that can easily capture user-stories and then understand how to test in RDBMS to meet those expectations. 

Essential functions include, but are not limited to:
•Lead various business requirement discussions and capably act as a coordinator of small to medium level efforts
•Create and design specification documentation including current and future state business process flow diagrams, functional and non-functional requirements, use cases, business rules, and other information or processes needed to describe required system changes
•Develop SQL queries, analyze and test results to ensure positive outcomes
•Analyze business-specific questions and then communicates the result in clear, easy-to-understand conversational and/or written format
•Coordinate UAT and Release Management
•Telework in adherence with Company policies and requirements. 
•Other duties and assignments as required to meet business needs

Required Skills and Knowledge:
•Background working in a fast-paced environment leveraging Agile methodologies
•Experience with systems migration preferable
•Familiar with Jira Project use and reporting
•Proficient SQL skills to query and test solutions
•Familiar with cloud data platforms (e.g., AWS / Snowflake)
•Excellent communication and interpersonal skills
•A unique blend of business and technical savvy
•Team player – collaborates effectively within the department and cross functionally
•Detail-oriented with demonstrated skills conducting requirements discovery.
•Working knowledge of Project Management methods 
•Define and manage complex process and/or product issues of a broad scope applying critical thinking and using independent judgment
•Completion of Teleworker Agreement upon hire, and adherence to the Agreement (and related policies and procedures) including, but not limited to: able to navigate computer and phone systems as a user to work remote independently using on-line resources, must have high-speed internet connectivity, appropriate workspace able to be compliant with HIPAA, safety & ergonomics, confidentiality, and dedicated work focus without distractions during work hours.

Physical Requirements:
**NOTE: Must be able to meet requirements for and perform work assignments in accordance with Company policies and expectations on a home remote basis (and must meet Performant remote-worker requirements). Basic office equipment required to perform remote work is provided by the company.
•Job is performed in home-office setting (subject to Company approval and Teleworker Agreement), performs work at a desk or appropriate work surface, uses system and headset provided by the Company for calls, making outbound calls and answering inbound return calls using an office phone system; views a computer monitor, types on a keyboard and uses a mouse.
•Reads and comprehends information in electronic (computer) or paper form (written/printed). 
•Sit/stand 8 or more hours per day; has the option to stand as needed while on calls; reach as needed to use office equipment.
•Consistently viewing a computer screen and types frequently, but not constantly, using a keyboard to update accounts.
•Consistently communicates on the phone as required primarily within the department and company and may include client contacts or other third-party depending on assignment with account holders, may dial manually when need or use dialer system; headset is also provided.
•Occasionally lift/carry/push/pull up to 10lbs.
Education and Experience:
•Bachelor’s Degree in relevant field, or equivalent combination of education and work experience
•Business Analyst certification is a plus or special training/certifications in Technical Writing
•5+ years of experience conducting analysis of business and user needs analysis, documentation of requirements, and translation into user stories and use cases for coordination with developers to deliver tested solutions
•5+ years of experience creating relevant documentation, including but not limited to, user stories, use cases, process flow documents, user support, and data flow diagrams
•1+ years of experience translating needs, requirements, specifications into Jira tasks

 • Must be able to pass a criminal background check; must not have any felony convictions or specific misdemeanors, nor on state/federal debarment or exclusion lists.

 • Must submit to and pass drug screen pre-employment (and throughout employment).

 • Performant is a government contractor. Certain client assignments for this position requires submission to and successful outcome of additional background and/or clearances throughout employment with the Company.
